The Senior Director of Facilities and Capital Projects Management provides leadership and operational oversight for the UBalt campus facilities, a non-residential, urban university serving approximately 4,000 students and encompassing 1 million GSF. Reporting to the Vice President for Finance and Administration, this position supervises the Director of Facilities Operations, the Construction Project Manager, , and the Facilities Records and Systems Analyst. This position is a functional leader, overseeing the overall facilities renewal projects for the UBalt capital improvement plan, serving as project manager and owner’s representative on certain capital projects, developing and implementing a plan for compliance with State and USM building performance standards and sustainability goals, liaising with the University of Maryland, Baltimore (UMB) service center and representing UBalt at USM facilities and capital planning related meetings. This position promotes safety and environmental consciousness in the workplace.Responsibilities:
Facilities Assessment and Renewal Planning. Arranges and oversees a comprehensive third-party assessment of all campus buildings at least every five years. Using the resulting data and reports and guided by current 10-year Facilities Master Plan (FMP). Annually, develop an updated recommended facilities renewal plan (FRP) to remediate and prevent deferred maintenance. The FRP includes prioritized projects, cost estimates, and timelines, and is submitted annually to the Capital Budget Director for consideration/ integration into the 10-year institutional Capital Improvement Plan (CIP). Develop and apply approved guidelines to recommend prioritized renewal projects over the 10-year period.
Capital Project Management and Owner Representation. For approved capital projects exceeding $1 million, the Senior Director serves as the university’s owner’s representative and/or construction manager. These projects are administered and procured by the UMB Service Center, and this role acts as the UBalt facilities liaison, attending all meetings, preparing scopes of work, completing advance planning, coordinating with campus stakeholders, securing UBalt budget approvals, and representing the university in all decisions. This role ensures projects are delivered on time, within budget, and in accordance with UBalt standards, project expectations, and regulatory requirements.
Regulatory Compliance and Sustainment Reporting. Responsible for achieving, maintaining, and documenting compliance with Building Energy Performance Standards and other sustainability mandates. This includes coordinating with internal and external partners to collect data, monitor performance, and submit required reports. This role supports institutional sustainability goals through project design, materials selection, and operational practices and ensures full compliance with State & USM facilities and capital project policies, including the required internal and external approvals, procurement, permitting, and reporting.
Functional Leadership and Staff Supervision. Provide leadership, guidance, and performance oversight for three direct reports. This oversight includes setting strategic direction, aligning work plans with institutional goals, managing budgets, and fostering a culture of accountability, collaboration, and continuous improvement. This role ensures staff are equipped to deliver high-quality service, and that cross-functional coordination is effective and responsive.
Campus Communication and USM Representation.
This role communicates regularly with colleagues/UBalt community about facilities priorities, projects, and results, including preparing presentations, reports, and updates that support transparency, engagement, and informed decision-making. This is a key role in aligning facilities initiatives with campus needs and institutional priorities, notably those outlined in the current FMP. This is the primary UBalt representative to USM on facilities matters, proactively maintaining a positive relationship with USM personnel and attending all USM facilities, capital projects, and sustainability meetings.
Minimum Qualifications:
Education: Bachelor’s degree in architecture, engineering, construction management, facilities planning, or a related field.
Experience: 10 years of progressively responsible experience, in facilities planning, construction management, or capital project oversight, with 5 years managing/leading teams.
Preferred Qualifications:
Education: Master’s degree in a related field. Professional certification (e.g., PMP, CCM, LEED AP, CEFP). Experience representing institutions in system-level, consortium, or interagency forums.
Experience: Experience in higher education or public-sector facilities management, Familiarity with state & USM procurement and State and Baltimore City permitting processes.
