UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative canter of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference? 

The Programme Officer (Cash Transfers) works closely with relevant sections at the country office to ensure cash operational readiness, and collaborates with partners and government stakeholders to support the implementation of emergency cash transfers. The role contributes to advancing UNICEF and the Government of the Philippines’ adaptive and shock-responsive social protection agenda.

Under the supervision of the Social Policy Specialist (NOC), the post shall undertake the following tasks:

1. Programme Management and Operational Use of Cash based assistance

• Contributes to Country Office and national emergency preparedness and contingency planning to respond to humanitarian crises and needs.
• Provide oversight support to the operational implementation of emergency cash transfers as part of UNICEF’s response via vertical and horizontal expansion of national social protection programs, working closely with relevant Philippines government agencies but also through UNICEF direct delivery system.
• Support enhancements of SOPs and business processes working with government partners to renew and/or develop a new framework of cooperation on emergency cash transfers.
• Ensure cash-based transfer program design, risk informed delivery and assurance, is in line with UNICEF corporate Business Process Direct Delivery Model and other corporate guidelines.
• Ensures risk analysis and risk mitigation measures aligned with UNICEF global risk management standards, are embedded into overall management, in close consultation with UNICEF Operations/Finance teams, implementing partners, and government agencies.
• Coordinates with Operations team to facilitate timely processing and reconciliation of cash interventions, including setting up contract agreements with service providers, coordinating UNICEF’s HOPE roll out and training.
• Technically support the use of the UNICEF corporate personal data management solution- HOPE and work closely with the HOPE team in the Global Cash hub to ensure the risk informed and predictable management of cash recipients personal data.
• Provides day-to-day oversight and support to emergency cash transfer implementation and monitoring in coordination with government partners and third party monitors.
• Prepares the necessary budgets/ budget amendments in consultation with implementing partners for the implementation of the proposed emergency cash transfers.
• Participate and attend coordination meetings with various stakeholders such as government agencies, CSOs and local government units in the design and implementation of emergency cash transfers

1. Knowledge Management

• Support documentation of lessons learned on cash programming, including the conduct of after-action reviews.
• Contribute to effective programme management by undertaking data collection and analysis, complete and accurate reporting for donor reports.
• Participate in information exchange with partners such as the Cash Working Group and other cash actors as well as in the development of training and orientation material by providing professional technical assistance.

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education:
  • A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, Development Studies, Disaster Management, Urban and Regional Planning or another relevant technical field.

• Work Experience:
  • A minimum of two years of relevant professional experience is required in emergency context and/or social protection programming.
  • Experience in designing and implementing cash transfer programmes is required.
  • Working with UN Agencies on cash transfers is considered an asset.
  • Hands on Experience with operational requirements to manage the delivery of cash-based assistance: payment modalities, persona data management
  • Experience working/collaborating with government agencies on disaster response and management is required. Familiarity with adaptive and shock responsive social protection is considered an asset.

• Language Requirements:
  • Fluency in English (verbal and written) is required. Knowledge in the local language is an asset.
