TI Asset Management
The Property Manager at TI Asset Management is responsible for overseeing the operational, financial, and physical performance of an assigned multifamily asset. This leadership role ensures the property meets company standards for profitability, regulatory compliance, resident satisfaction, and long-term asset preservation.
This position requires extensive experience managing LIHTC and HUD-regulated communities. Candidates without direct affordable housing compliance experience will not be considered.
The Property Manager acts as the primary liaison between ownership, residents, regulatory agencies, and third-party vendors.
Key Responsibilities
Operational & Financial Oversight
Oversee day-to-day operations in alignment with TI Asset Management standards and ownership objectives.
Develop, manage, and monitor annual operating budgets.
Drive NOI performance through disciplined expense control and revenue optimization.
Analyze financial statements, variance reports, and delinquency trends; implement corrective action plans as needed.
Prepare and present weekly and monthly performance reports to senior leadership.
LIHTC & Affordable Housing Compliance (Required)
Ensure full compliance with Low-Income Housing Tax Credit (LIHTC) regulations including:
Income certifications and recertifications
Student eligibility rule compliance
Rent limit monitoring
Utility allowance compliance
Next Available Unit (NAU) rule
8823 awareness and audit preparedness
Maintain complete and audit-ready resident files.
Coordinate and lead state agency inspections and file audits.
Train site staff on compliance standards and documentation requirements.
HUD / Project-Based Section 8 Administration (Required Where Applicable)
Administer HUD and Project-Based Section 8 programs including:
TRACS submissions
EIV compliance and reporting
50059 processing
HAP voucher reconciliation
MOR (Management & Occupancy Review) preparation
Ensure strict adherence to HUD Handbook requirements and fair housing regulations.
Respond to agency findings and implement corrective action plans when necessary.
Team Leadership & Culture
Lead, coach, and develop on-site team members.
Conduct performance management, training, and professional development.
Maintain high team morale and operational accountability.
Leasing & Resident Retention
Collaborate with leasing and marketing teams to maximize occupancy and revenue.
Implement retention initiatives to reduce turnover and vacancy loss.
Address resident concerns professionally and promptly.
Physical Asset Management
Oversee maintenance operations, vendor contracts, and capital improvement projects.
Ensure preventative maintenance programs are in place.
Maintain property curb appeal and physical standards.
Risk Management & Crisis Response
Ensure compliance with all federal, state, and local housing regulations.
Respond to property emergencies as needed.
Support ownership and senior leadership during crisis events.
Required Qualifications
Minimum 3–5 years of Property Manager experience in multifamily housing.
Strong, hands-on LIHTC compliance experience (required).
Strong HUD / Project-Based Section 8 experience (required).
Demonstrated experience preparing for and successfully passing state agency audits and MOR reviews.
Strong financial acumen and ability to interpret property-level financial statements.
Experience managing rent-restricted and layered financing properties preferred.
Working knowledge of Fair Housing laws and affordable housing regulatory frameworks.
Experience with property management software platforms (AppFolio experience preferred).
Certifications such as HCCP, C3P, COS, or equivalent affordable housing credentials strongly preferred.

QualificationsJob Qualifications:
Bachelor’s degree in Business, Real Estate, or related field preferred; advanced degree a plus.
Substantial experience in property management, including supervisory responsibilities.
Demonstrated expertise in financial analysis, budgeting, and property operations.
Strong leadership, communication, and team-building skills.
Proficiency in property management software
In-depth knowledge of relevant real estate laws, regulations, and compliance requirements.
Real Estate license and/or industry certifications (such as CPM, CAPS, CAM) preferred.
