General Purpose

The pricing and cost of service analyst conducts rate and/or cost of service analyses through research, gathering and interpretation of data. Presents analysis and recommendations to management and may implement selected alternatives. Specifically, this position prepares pricing and/or cost of service studies, and conducts rate spread and rate design analyses in the preparation of proposals to revise PacifiCorp's retail prices. Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, revenue analyses, and trending.

Responsibilities

Responsibilities of an Associate Pricing & Cost of Services Analyst include:

• Assist with analyses related to cost of service, design of retail electric prices, rate spread, special contract analysis, revenue normalization, rate analysis, and reporting.
• Gather, analyze, and interpret data for trends, forecasts, and modeling.
• Prepare and respond to requests for rates and rate comparisons.
• Assist with preparation of testimony, exhibits and tariff changes filed with state regulatory commissions and provide analytical support.
• Assist with the design and development of new pricing proposals, costing methods and data collection procedures. 

 

Additional Responsibilities of a Pricing & Cost of Services Analyst (Mid-Level) include:

• Conduct analysis related to cost of service, design of retail electric prices, rate spread, special contract analysis, revenue normalization, rate analysis, and reporting.
• Draft testimony, exhibits and tariff changes to be filed with state regulatory commissions and provide analytical support.
• Present analysis and provide alternatives and recommendations to department management and influence decisions regarding regulatory policies and strategies.
• Interpret rules and regulatory orders to internal parties.
• As assigned, oversee the work of associate analysts.

Requirements

Requirements for the Associate Pricing & Cost of Services Analyst include:

• Bachelor’s degree in economics, mathematics, business, accounting, or a related field; or the equivalent combination of education and experience.
• Advanced degree preferred.
• Data gathering, analysis, interpretation, trending, forecasting, and modeling.
• Knowledge of applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
• Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
• Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
• Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team.
• Ability to present alternatives and recommendations.
• Ability to prioritize and coordinate projects and be accountable for project outcomes.
• Travel may be required.

 

Additional Requirements for a Pricing & Cost of Services Analyst (Mid-Level) include:

• A minimum of three years of regulatory experience.
• Understanding of utility economics.  
• Advanced Microsoft Excel experience.  Experience with SAP Business Objects preferred.

This position is eligible for an annual discretionary performance incentive bonus of up to 12.00% of salary.
