Summary and Scope
Acquisition Manager – Field IT is responsible for managing cradle to grave procurement actions for a variety of vehicle types that include but are not limited to fixed-price, time and materials, cost/cost-plus, interagency agreements, IDIQ, and BPA. The Acquisition Manager will evaluate potential purchases, negotiate contract terms and/or purchase prices, write cost comparisons and source justification memos, develop strategies for future acquisitions, produce and maintain reports, and manage records. Oversee the Acquisitions Specialists including mentoring, reviewing, and guiding work and evaluating performance. Recommend and support cross training. Oversee the implemented team processes and procedures and work with the team and other leaders to establish additional processes and procedures to meet company needs. Conduct staff meetings and identify and support training as needed. Support resolution for any issues and assist in resolving disputes. Maintain accurate documentation, statistics, and employee records. Train staff on policies, procedures, and internal controls.
Essential Functions
· Work with the Director of Strategic Sourcing (DSS) to identify team members needed in support of project planning from inception through execution and close-out
· Oversee and assist as needed with activities involved in the identification and acquisition of services, rental equipment and other vendor related Field IT procurement’s while applying fiscal responsibility, utilizing relevant contractual requirements, and considering mission specific goals
· Oversee all IT acquisition strategy requirement actions including acquisition planning, solicitation, and administration
· Interprets, evaluates, and assist in developing policies and/or influences laws/regulations for emerging IT acquisition strategies
· Work as the leader of the team that manages services throughout the full supplier lifecycle of engagements
· Oversee the issuance of Field IT requests for quotes/proposals, review source selection and recommendations to ensure consistency with cost, quality, and delivery and/or other requirements
· Provide expert technical advisory services in support of acquisition related matters that may result in drafting a subcontract requirements package, drafting solicitation documents, invoice analysis, and other documentation associated with execution of contract actions.
· Work with the Audit and Compliance team beyond the initial quote review prior to providing to the requestor
· Develop a vendor rationalization plan and strategy, working with other relevant internal stakeholders, to optimize all vendors, which may include qualifications, vetting, quality, capacity, systems, past performance, and responsiveness
· Liaison for the organization in coordinating with Field IT vendors
· Manage current Field IT vendors capabilities, business requirements, overall performance and continually identify cost and services improvement opportunities
· Work with internal stakeholders and outsourcing partners to identify concerns and bottlenecks and drive solutions
· Oversee all Field IT vendor documentation and ensure compliance with contractual requirements, IT-related performance measures, quality management, as well as company practices and procedures
· Comply with all security policies and procedures
· Work with the Sourcing Agreements and Compliance Sr. Manager to plan and communicate, and provide direction as required to review all Field IT purchasing terms and conditions that need review and/or advisement
· Ensures that the decisions and directives are reflected in the terms and conditions prior to executing
· Work with the Sourcing Agreements and Compliance Sr. Manager to prepare an action plan and guidance to communicate all requirements that impact Field IT procurement processes
· Support the Sourcing Agreements and Compliance Sr. Manager by clarifying any questions regarding such clauses and/or the need of incorporating such into the Field IT procurement processes of Deployed or the procurement processes of Field IT suppliers
· Support the Sourcing Agreements and Compliance Sr. Manager by directing the implementation of the proper Field IT procurement tracking, documentation, and processes to comply with such requirements
· Ensure all expectations of contract reportable data for said contract including, but not limited to socioeconomic status, Buy American, man hours, bio preferred, etc. as per contract requirements is captured and submitted
· Works with the Sourcing Agreements and Compliance Sr. Manager to ensure the incorporation of processes to track and report such information back to Contracting department
· Establish process improvements within the team and work with the DSS to identify areas beyond their team that need to be considered
· Manage the identification and analysis of insights that define the impact of the work and effectiveness of the Field IT vendor relationships
· Create, foster, maintain, and develop relationships within the Field IT vendor community and ensure team members do the same
· Facilitate the timely resolution of issues
· Capital planning and investment control; and Information assurance/cybersecurity
· Assist the contracting team, administrators, and requirements activities as it relates to preparation and formulation of correspondence and contract related documentation.
· Perform in-depth research of procedures, policy, and regulations to provide technical advice to all levels of personnel in both the requirements and contracting organization’s chain
· Work with various personnel to resolve problems occurring during procurement phases, take necessary actions to troubleshoot setbacks or delays and provide recommendations to correct problems.

· Expert ability to address and/or resolve complex acquisition/contracting problems.
· Expertise in the acquisition and contracting processes involving services, supplies, and information technology hardware, software, and services as well as research and development and cost reimbursement type contracts is necessary for success.
· Excellent communication, organization, and interpersonal skills; effective communications with all levels of the organization to include management
· Ability to work with minimal guidance and supervision.
· Fluent in Microsoft Word, Excel, Power Point and other applications that are essential to support administrative activities and functions

Physical Demands
While performing the duties of this job, the employee is regularly required to talk, see, hear, sit for extended periods, stand, walk, engage in repetitive motions, and use hands and fingers to manipulate objects, tools, or controls. May lift and carry materials and equipment weighing up to 25 pounds.
Expected Hours of Work
The ability to work flexible hours including nights, holidays, and weekends will be required based on contract needs. It is expected for this position to attend regular meetings during typical work hours in Eastern Standard Time as well as meetings as needed for assigned projects in other time zones.
Work Environment
This job operates in a professional office environment and field environments. We operate 24/7/365, inside and outside, in all weather conditions. This role routinely uses standard office equipment such as laptop computers, smart phones, tablets, photocopiers, filing cabinets and other presentation materials. There is an expectation of clear communication in English both written and orally.
Travel
This position requires up to 30% travel. Travel is dependent on contract load. The ability to travel to job sites and be away for extended periods of time based on contract needs is required. Short notice travel is required with 24-48 hours’ notice.
Work Authorization
· Must be authorized to work in the United States.
· Must be able to travel within the Continental United States (CONUS).
· Must pass a drug test, motor vehicle record check, occupational health physical and lift test (if applicable), credit check, and a background check upon accepting a conditional offer of employment.
· Must possess a valid driver's license. Have/maintain a clean driving record.
